Consulting services and strategic planning for a multipurpose project in Bolivia
With financing from the IDB, the Inter-American Development Bank, Prointec has developed a Multipurpose Water Resources Project for La Paz and El Alto, two of Bolivia's three most populated cities and close to one million inhabitants, as well as for the municipalities of Viacha, Achocalla and Laja belonging to the metropolitan area of La Paz and the irrigating communities of the project's catchment areas.
This work has two main objectives: to improve the drinking water supply of the target populations and to implement irrigation systems in the surrounding rural areas. This is all being carried out with the intention of contributing to improve the living standards of the target populations and increase the economic and social well-being of the area, through the implementation of the infrastructure for capturing, regulating, storing and transporting water for human consumption and irrigation to increase agricultural production and productivity.
Prointec's work was structured in four fundamental aspects: technical, economic/financial, social and environmental.
- Technical level: Carrying out a thorough analysis of the existing infrastructure to define new needs and areas for improvement. As a result, construction projects were carried out for the following infrastructures for drinking water: new Kothia Kotha Dam; expansion of Taypichaca Dam; Khotia Khota-Linku Punku-PTAP El Alto 2 adduction system project; El Alto 2 Bajo Milluni drinking water treatment plant (PTAP); interconnection pipeline project between PTAP and the Pacajes pond; drinking water project for 13 rural communities and drinking water storage ponds. Irrigation projects for the Jacha Jahuira and Kullu Cachi river basins were developed in the irrigation sector.-
- Economic/financial level: Estimation and valuation of the economic costs and benefits that the project will generate, such as, for example, new jobs, increased family income, modifications of the self-consumption rate, etc.
- Social level: Implementation of a communication and information strategy on the activities to be carried out and aimed at the communities and populations involved in the project.
- Environmental level: Environmental processing of the components of the Multipurpose Project according to current Bolivian legislation.
